I have seen that. It wasn't where you might think I saw it though. It was in Mexico City when I saw that visible lake effect with waves in 1977. Mexico City was built on a filled in lake bed, It doesn't take a massive quake to create visible waves there.You should see flat areas, like a parking lot. It looks like waves of water.
This was the quake, it's not that close to Mexico City, nor was it very large in magnitude. I got kind of sea sick from it.
