This really pisses me off...

The NOPD said the dog “appeared severely malnourished, and there was no dog food on the property. Also, the dog did not have access to fresh water and relied on runoff from a nearby gutter drain to survive.”

Police said detectives found a locked kennel under direct sunlight that contained two empty bowls and the skeletal remains of the second dog, which LASPCA agents determined was likely a puppy.

yea, but if i had to guess, a large portion of people charged with assault never do jail time.

No doubt. I can see that if it's a first offense. But if it's multiple incidents, I'd hope jail is part of the punishment.
