I haven't read the entire study but I think the goal was to look at productivity. Something like can employers get the same results in 32 hours a week vs 40 hours. The idea being with modernization, computers etc. employees are more productive then at anytime in the past. So where an office worker needed 40 hours to get their tasks done because of inefficient tools, modern workers get it done quicker. The benifets of a modern faster working force being to the employers of course. So this idea redress the imbalance and give back time to employees but the employers still gain.
 
Hopefully more companies will get on board with working from home if possible. I'm sure most people spend at least 2 hours day, commuting to and from work, getting ready in the morning, packing a lunch, morning water cooler talk., etc. Going from working in an office to working from home is like being gifted a whole day every week with no loss of productivity.
