PHOENIX -- A would-be bar owner angry at being denied a liquor license threatened to shoot people at the Super Bowl and drove to within sight of the stadium with a rifle and 200 rounds of ammunition before changing his mind, federal authorities said.

Hopefully the mailing the threatening letters are a felony and prohibit him from owning firearms. I'm a big supporter of the right to bear arms, but this is the kind of nut that does not need to have them.

He mailed his intentions to the media. This seems to be in the same ballpark as kids plotting shootings at school and being arrested.

It's all about crossing the "substantial step" between thoughts and acts. That step could've been when he loaded himself up with the rifle and rounds, or when he got in his car, or when he got within sight of the stadium (obvious one), either way, he crossed it. He acted. He should he punished.
