He violated the terms of his NDA the moment he acknowledge the existence of the program he was "read" into, and that is speaking from personal experience. He is no longer a government employee and he says that he wants to "blow the whistle" on UFO's, then do it! Don't say I will answer your question, but only in a SCIF!

He actually answers it in the hearing. I'm pretty sure he hasn't.

Here is the part of his testimony were he answers that question.

 
He is using the whistleblower protection laws provided by the government to not face retaliation. Its not hard to understand that he cant divulge classified material on national tv.
It was about what was expected. This is not something that is gonna be resolved in one session.

I'm not being skeptical of his accusations, I'm questioning his motivations. Is he trying to sell books or get the truth out?

Probably both. He is afraid of being "blackballed" by the govt, so he needs income. This hearing was about what I was expecting, not what I wanted, but what I expected. He did, under oath, say that we recovered alien craft and alien bodies. Although they framed everything in a way to NOT say aliens, it was aliens. Unless......

That's not really true though. Just acknowledging a program exists won't necessarily violate his NDA. What he can't do is speak to actual classified information. The existence of a program itself isn't classified. And to some degree, even information within said program may or may not be classified. He does have some protections under whistle-blower status, but that doesn't apply to classified information and documents.

He's not going to put his career at risk any more than it already is by speaking to classified information outside a closed session. He still has a lot to lose.

Actually, it is. The mere existence "Have Blue" was such a program and I can assure you that there are countless other programs out there that their existence is classified.
 
This is where I'm at. What is the opening for anything else besides aliens?

An ancient earth species would be one example. I'm sure there are others.

That's almost as plausible as someone coming here from across the galaxy.
