Their scheduling for this race is all jacked up, everything is happening at the middle of the night to very early in the morning! P1&P3 starts @2230, P2 @0200 Qualifying is @0200 and the race is at midnight.

Yeah, that's probably just the rule. If they have to get into the gray areas of arbiting what cased an equipment change for purposes of the penalty, it could lead to inconsistency and difficulty. Or just make a hard rule - if you change it, you take the penalty, it doesn't matter why.

F1 is an absolute clown show this week. Whoever advised them about Vegas must not be a local or something. From not knowing how cool Vegas gets at night this time of the year to not having the track ready, to the scheduling mess, just one thing after another. Crazy how badly they've botched this so far.
