Yes, coordinator is absolutely a promotion from assistant HC. Assistant HC title is usually paired with another job, for instance Dan Campbell was assistant HC when he was here under SP as TE coach. Rizzi was assistant HC as ST coordinator.

Staley's stock will rise with another coordinator job, it won't rise if he's assistant HC while Saleh runs the defense.
