How do we get under the cap without restructuring Carr? Because if we restructure him we are saying he’s our starter past the 2025 season.

If they restructure Carr they can still cut him before the 2026 season.

Why do people say COVID cap reduction is to blame?

Maybe because it is true. Loomis was using the loophole in the cap rules to borrow from future years. Other teams started to do it, but not to the extent that Loomis had already done. His assumption (and probably a legitimate one) was that the cap would continue to rise each year so that the "borrowing" would not be an issue. However, when Covid hit, he got caught with his pants down and was deep in the hole already.

There are ways, but it would entail renegotiating some contracts likely (i.e. maybe Jordan, Hill and/or Mathieu).
