Seriously, though, I get it, even if Peterman was one of the original NFL memes for being so awful as a starter.

The point of the #2 here is not to play and win games. It's to be a vet who can help manage the game from the sidelines. If Carr actually has to miss significant time, you roll with Haener.
Haener is so far from even being ready to spot play for a game or two. Or at least showed no signs of being close early last season. Hopefully Carr stays healthy.
 
He is here to be the emergency QB, Haener will be QB2 and Peterman will be with him in the QB room teaching him the system, since he is already familiar with it.

This is a smart money saving move.

Kubiak said "Loomis, get me Peterman! He's been in my QB rooms and he can help me develop Haener."

Got some inside info. The Saints are bringing back the preseason QB skills competition and are trying to throw the competition to Carr to help with his confidence.

Carmichael may not look it, but that guy is an athletic beast. The type of guy that would show up in a goofy outfit with goggles and then hustle a group of dudes on the basketball court.
