There could be any number of reasons for this and none of them are good.

how is it so many countries, small ones at that, have better and more innovative weapons than Russia? we only know this now because of what they are donating to UKR...

Quite simply, Necessity is the mother of invention. Many of those countries are the size of our states, and a few have populations similar to our largest cities, If you know your neighbor outnumbers you 30-1, you look for ways, no matter how silly or remote the chances of working, to make the field a little more level.

When werre you at Fort Sam? I was there Aug-Oct 83, I graduated the day before the marine barracks in Beirut were attacked.
