new T72 appears on battlefield.

the "RastaTank"

i cant imagine how much more weight this contraption adds to the tank killing its speed, fuel economy etc.

So much for having a moving turret. But I guess they just use them as arty now anyway.

to be clear- they arent "losing" anything over 1.4mm Rubles....yet.

Anything over that gets converted into "bank shares". But if bank fails, then the shares are worthless and they lose all of it.

NExt up is withdraw limits ( already have for Foreign currency )

It sounds like you can't have anything over 1.4 mm rubles. That blurb says "Amounts UP TO 1.4 remain with citizens, everything over that is converted into bank shares." I wonder if that includes any money the oligarchs have in local banks?

I imagine their money is in Switzerland or the Cayman Islands.

Correct- so if you have 2.4mm rubles- you can keep 1.4mm in bank ( for withdraw- however, the NEXT step is putting a "limit" on the amount you can withdraw - to keep from having a "run on bank deposits" and effectively sinking the banking system in Russia ) and the other 1mm rubles get converted into shares of the banking institution. However, its not like stock shares- its just an "iou" for later date ( when they say things are stable it will be converted back to rubles and you can then deposit/use that money )

Oligarchs keep little to no money in Russia. They aint billionaires from being stupid. Im sure some have some accounts but whatever they had, when war broke out, they probably moved most of it out anyway.
