Depends on the laws. Gives certain authority to the gov. If you are pessimistic you could say it gives the gov power to suspend/violated certain civil rights. Have power to make unilateral decisions etc. I do not know how the law is written but I know that would be the argument of some.And what does that mean?
When were they installed at Canal and Bourbon? I remember from all my years living there that there were no barricades at Canal and Bourbon. Traffic usually had to turn at Iberville and Bourbon where the first presence of barricades existed. If something big enough was going on, they blocked Canal and Bourbon with a squad car as seen in the video.
Good point. I guess I was talking about the time span I’ve been around. I never even thought about something bad like that happening while walking around the quarter in NOLA when I was younger. I bet we're gonna get an in depth report on this (and now I'm curious), but I think I heard one of the anchors say just that. That right there at Canal and Bourbon there were no barricades and that the bollards didn't start until a block into the Quarter.
