I guess it's very likely that the plan was to inflict as much carnage as possible in order to draw first responders to the scene that he was headed for. The more horrendous the casualties, the more cops you draw. Once you've made it to the area designated, where the other IEDs were planted, then you set them off, killing civilians and cops alike.

Is it common for representatives of every branch of local & state government stand at the podium and speak when something like this happens? Why didn't they just let the FBI representative speak and conclude the press conference in lieu of all this grandstanding?

possibly but they just need to see the video we saw here. he drove on a wide sidewalk around an active cop car. The situation would have been difficult to fully prevent without completely shutting down the street all the way to the buildings. Even then, a heavy EV can obliterate most barricades

There's honestly no reason to not have permanent bollards on the sidewalks. They put them up on all the walks around the capital building to protect legislators. The permanent ones are low maint and much less expensive as they are just posts.

With that a single squad vehicle could very easily block the street and maybe you don't even need those maintenance nightmare ones.

Obviously the Vegas incident was to send a message. I’ve heard that the suicide bomber was a Pakistan immigrant on a work visa and also heard he had a military connection with the New Orleans attacker. Nothing confirmed either way. But anyway, the Tesla truck actually prevented that incident from being much worse. I’m sure the attacker thought the batteries would explode and cause much more damage. But they were protected and amazingly never ignited.
