It's not a requirement. I don't think the 49ers have one.
The 49ers didn’t have one but they promoted Klint’s brother Klay Kubiak to the role. Then they still had to go by the Rooney Rule.

Don’t blame him. He knows he’d just be coming here for the day to day help, he wouldn’t truly be an OC bc he wouldn’t call plays.

Plus I don’t want anyone off that garbage staff

We are certainly being deliberate with our coordinator search. Ben Johnson hired all three in less than a week, we haven’t even interviewed anyone yet. I blame the Super Bowl parade.
 
I wouldn't want any of their offensive coaches when their offense could only score 12 points in 2 games against us last year and were outscored by their defense and special teams unit which combined to score 31 points in those 2 games.

Pretty sure they already have the coordinators they want, they just have to satisfy the stupid rooney rule. Going to be hard to satisfy that when guys know they’re not getting the job

I thought we may be having issues because plenty of coaches have already found work by now (including a lot of coaches that Moore has familiarity with). At the same time, both Gannon and Steichen had their coordinator spots filled within six days of being hired even though they weren’t hired until after the Super Bowl.

No parade for them, though.
 
No conspiracies about the Saints being a bad situation is needed on this one.

One of the risks we took in waiting 3 weeks longer to hire a coach and get busy building a staff is that some people may have already made commitments for the season already and don't want to be known in coaching circles as a person who would jump to another team after making those commitments and beginning work on a new season. I don't know if that is why he declined, but it would make sense to me.

On top of that, the rumor mill has been pretty consistent that Nussmeier is the leading candidate for the job. So while there may be some small interest in him for OC, it does appear to be fulfilling league requirements than a real opportunity to get the job. Add in that it would be with a hated division rival and I cannot blame him for declining to interview for a job he was unlikely to get.
