You may be right, I thought he was driving.Did Carter kill someone? From what I'm reading it sounds like he was racing an SUV. The SUV crashed and the people in the SUV were killed. The driver of the SUV was under the influence and driving at 104 MPH. No doubt what he did was wrong and stupid and could've killed people. But from what I'm reading it sounds like it was the other driver who actually killed people.
