So, apparently, the woman involved recanted. At least that what it sounded like from CNN reporting.
In New York, a victim cannot drop charges for domestic violence. This is because of the frequency with which victims recant because of fear or co-dependency. It will make prosecuting harder, but if it happened in a cab, then there's a witness for prosecution to interview, and if she had injuries, and a witness testifies there was an altercation, it doens't matter if she recanted or not.
