I'm thinking so as well. A tactic to get RU To reallocate air defense resources, allowing UA air to push further in the counter-offensive.

I'm not sure I understand. The Sparrow is an air to air missile, the Sea Sparrow is surface to air. Both are medium range and I don't think they would be very helpful in targeting ground objects.
