Good lort this thing gonna wreck the west coast of Florida. This could easily be the "worst case scenario" type of system for the Tampa/St. Pete area. Insurance for the Gulf Coast may not exist after this hurricane season.
And if IIRC from Katrina, even if it drops from 5 to 3 intensity, that is JUST WIND SPEED. The storm surge does NOT reduce as fast as wind speed, so Milton will carry Cat 3 winds but Cat 4 storm surge into areas.

I can deal with not having power or the internet, it's not having water or communication with family or the ability to reach them by car that I can't handle.Yea Ida didn’t do much too me from a damage perspective, but I am not keen on living a week without power again.
We were lucky most services were available, but I was taking multiple (cold) showers a day due to all that post storm stickiness and it was just generally miserable.

Technically "water backup" is for claims arising out of water in homes from backed up sewer lines ( or some other form of backflow).
I would imagine the "rising water" is an exclusion since rising water is generally considered flood.
So sounds to me as if the carrier will allow them to file claim for water back up.
Now the caveat is (without seeing policy terms , coverage and conditions) is there is usually a "sublimit" (or cap) on loss. Anywhere from 10k to 25k specific to water back up.

Good for them. Truly. If true, this well help many individuals in that area. I know this sounds really hateful, but something about this really annoys me. I don't like the case by case of it all. It feels like this type of cherry picking who will get help when all the people in the area need help and all people who've suffered from this lack of discernment by these same companies in previous storms also needed help seems wrong. Good for you if the company writes it up that way for you, but totally unfair for the families where the letter of the policy is being followed by the same company or had been for the last generation of policy owners. I know how it sounds, but it doesn't sit right with me.

Also saw report that Hurricane Hunters found Hail in the NE eyewall. Not sure what that means other than cloud tops are reaching heights that will produce hail ( which i have to think is uncommon for hurricanes? )
