Yep, even if the clock has stopped, when the ball is snapped, the clock starts again, so it's running, you can spike the ball. Total BS call on the refs, just one of quite a few questionable decisions they made in that game.
That call and 2 others I can think of.

Lattimore didn't hold, he never restricted London's route and Pitts definitely caught that ball took 2 steps up field got popped and fumbled before the half and that wasn't even looked at by review booth.
 
Anyone can explain to me why Winston spike the ball on 3rd down when he had 20 plus second to run a quick play?
The Saints coaches have to clear that up, as well as the clock-stopped spike. If you're spiking to kick the FG, you should leave a lot less time on the clock than 0:19, so that the Falcons can't come back (or at least force the Falcons to use a TO there).
 
It’s a penalty to spike on a stopped clock.
Have never seen that called before. Not sure why it would be a penalty as he was not trying to avoid a rush (which is the definition of intentional grounding). One could also argue that a receiver was in the area as the RB was within 2 yards of him.

Coaches are in his ear. They should have told him to let it run down or told him to run a play.
 
Landry was ruled out of bounds..so the clock stopped. I didn't know that spiking it then was a foul.
 
Anyone trying to blame jameis on that.... were you upset when he spiked it or after the flag? I still have no idea why it was a penalty. Totally ridiculous to call intentional grounding on a spike.

Refs did all they could to help the failcons. So many bad calls... the one where Werner tackled a guy stands out....
 
He was out of bounds....he was inbounds......the clock was stopped.....the clock should have been running.....JW should have seen the clock was stopped.....someone should have told him it was stopped......None of that matters. The fact is that it is not physically possible to spike the ball while the clock is stopped. Is there some rule saying that the clock remains stopped for half a second after the ball is snapped? For a full second? I don't think so. The ref's explanation is that JW spiked the ball while the clock was stopped.....therefore intentional grounding.....not possible....at all. Ball is snapped, clock runs.....what's so hard about that?

INTENTIONAL GROUNDING

It is a foul for intentional grounding if a passer, facing an imminent loss of yardage because of pressure from the defense, throws a forward pass without a realistic chance of completion. A realistic chance of completion is defined as a pass that is thrown in the direction of and lands in the vicinity of an originally eligible receiver.
