Thanos was wielding the power of the stone when he put it to Thor's head. I think Thor is capable of wielding the gauntlet, possibly Hulk, and maybe even Stark with the right technology.

I still have questions about this scene

There is something important there in this interaction and I think it may be more that just the fact that Rogers was able to hold off Thanos a moment longer. Thanos' reaction is some realization that is yet to be revealed.

Hmmm.. The serum that created Captain America was made by SSR/SHIELD with the help of an Infinity Stone?

The MCU Wiki has some interesting descriptions of it.

The section where they describe the capabilities really ties back to what Erskine said to Rogers before giving it to him. It took someone of Steve's personality to handle the serum. All of the other attempts with it failed or have flaws. Only Captain America took the serum and didn't become a psychopath or have issues with some aspect of it.

And it was originally a German formula, maybe from when they had the Tesseract (Space Stone), but I'm actually wondering if Thanos' previous failure to "reach his destiny" involved losing the Mind Stone on Earth. And the Germans developed the serum using it.

They didn't have the tesseract when Red Skull was created and that doctor defected to the US so I don't see how the tesseract is involved.

My initial thought was the Tesseract, but I realized they didn't have it. I changed the theory to tie to the mind stone. Maybe the mind stone drove Thanos mad in the first place. It burdened him with knowledge. Even though he somehow had it in the first Avenger movie, maybe it had some connection to the serum. What if the mind stone just amplifies your beliefs?

It could just be that his contract is over, until otherwise stated.

As of now, nothing with the main avengers is. I think it would be more damning for him to say he'll see us all again.

This is all that's out there. They've kept the post phase 3 pretty quiet.
