I believe Article 4 in NATO's founding constitution refers to come to any allied, neighboring country if their attacked militarily by an opposing enemy power like a Russia or China?

Or is this a case where Romania responds entirely on its own to viral online, malware hacker attacks from Kremlin trolls?
