How do they determine the length of sentence? I mean what would qualify for a higher sentence than Ruggs right now?

The first question is what will the charges be - the charge will be what sets the range for sentencing. I haven't looked at the statutes but read that there is a lesser charge of vehicular manslaughter that could allow Ruggs to avoid jail time under the right circumstances. Based on his speed and BAC, I have a hard time believing that the prosecutors would elect to do that.

I'm not sure what the more aggravated charges are - some states have statutes that are pretty tough on DUI fatalities.
 
Yes, a security guard from a nearby apartment complex rushed to the crash immediately and later described the whole thing. Just totally horrific.

The more we hear about this the more my stomach turns with disgust and horror. Poor woman 😢
 
The judge set Ruggs' bail at $150,000 with the highest level of electronic monitoring if he is released. The star will have to abstain from alcohol and other controlled substances.

 
Ruggs rear ended the Toyota. If you look at the back of the Toyota there seems to be minimal damage to the rear end, so it seems she was probably moving at the time of the collision, which would explains why she didn't die from the impact.

Does it seem odd a car with this amount of damage should catch on fire? Maybe part of a possible defense? No, the crash didn't kill her, the fire did, and it was because so and so fault with the car so Ruggs isn't entirely at fault? (just making wild speculation about a possible defense)

Looks like the Corvette wedged under the rear of the RAV4 at impact. Possibly ruptured the gas tank and sparks from the crash set it off. The condition of the Toyota is pretty impressive for that kind of impact. If not for the fire, structurally it is in good enough shape that the young lady might have survived.

I was rear ended on I55 a few years back. Driving a Ford Escape, at a dead stop because of roadwork, a carload of college aged girls hit me at about 75-80 in a VW of some sort. It picked my rear end up, spun me around and threw me in the median. My Escape looked much worse than that Toyota, but I had so many airbags deploy that it felt like I was surrounded by pillows. Seeing that image, I'm very glad mine didn't catch on fire, but I wasn't trapped inside either, I just undid my seatbelt and opened my door. I'm wondering why she was trapped? Are we positive she was conscious? Or maybe she was dazed until the fire reached her? It's just a terrible way to die, horrible.

Just from looking at the picture, I can't imagine the car was at a complete stop in the middle of the road. Hitting a stopped car at 100+ MPH you'd see far more damage and I would think the car would have flown high up into the air and/or flipped several times. I've seen other wrecks involving very high speeds and every one of them resulted in far more catastrophic damage.

It seems to me the car might have been moving when it was hit and the Vette clearly was slowing down as Ruggs probably started to get into the brakes before he hit the car. I'm curious if there were skid marks that would indicate how much he braked before the collision.

All that said, I'm not sure there's anything that would keep Ruggs from serving significant jail time.

I tend to think she was unconscious, but I think I saw somewhere that an individual, security guard or something, heard screaming, but I wonder if that came from the woman in the Toyota or the woman in the Vette.

I was, too, but several years ago. Mine was due to traffic from roadwork when they were repaving one side of I-55 and they were diverting traffic to two-way on the other side. My girlfriend's (at the time) friend was riding with me and we were heading south back to the NOLA area. Traffic was congested, but moving slowly at about 15-20 MPH. A guy in a big GMC pickup truck wasn't paying attention, and may have also been under the influence, and rammed into the back of my car doing 75 MPH.

That was not a fun day.
 
I bet Riggs sent David Carr a text that admitted guilt; the context of which they have deleted, and now they are telling a different story publicly hoping they never have to explain what the text was about under oath.

Bauman told the judge that air bag computer records showed that the Corvette decelerated from 156 mph to 127 mph before it slammed into a Toyota at about 3:40 a.m. Tuesday, rupturing the vehicle's fuel tank and igniting a fireball.


 
Yes, but whether the other car was at speed or stopped in the road makes a massive difference in the severity of the collision. I have to think the car was moving at a good pace, otherwise we'd see far more carnage.
