They are money laundering with Serbia. Serbia buys oil and gas from Russia, suddenly they have way to much and sell the excess to Hungary. Hungary cuts Serbia a check and then Serbia buys more Russian fuel. Hungary hasn't broken any sanctions.

Does this neuter the Black Sea Fleet?

They are pretty much afraid to leave port already. What UKR needs are aircraft with LRAAM capabilities to take out those russian aircraft that are firing before they get to Ukainian territory. But, the ability to hit russian ships anywhere in the Black Sea is definitely a plus. Put one of these in Odessa and dare them to sail.
